  Calif. Coucilman Killed In Case Of Mistaken Identity  
  At 8:38 p.m. on September 1, 2008, the Labor Day Weekend was just winding down in Fairfield, Calif. Then, in the city’s Cordelia subdivision, cops say Henry Don Williams opened fire on one of the youngest elected officials in the state. According to police, Williams shot Fairfield City Councilman Matt Garcia, 22, in the back of the head as Garcia was talking to a female acquaintance in a friend’s driveway. Local cops and federal authorities tell America's Most Wanted that Henry Don Williams, also of Fairfield, followed the car Garcia was driving. According to police, Williams thought he was following a man who he thought owed him money from a drug deal. “They were essentially going over to get a drug debt," Fairfield Deputy Police Chief Paul Bockrath said. "They followed a car they thought belonged to the person who ripped them off. And it was actually the Councilman’s car.”  
     
  Two Others Arrested After Shooting  
  When Garcia pulled over and stepped out of the car to talk to his friend, cops say Williams walked up to the Councilman and pulled the trigger. They believe Williams fled the scene in a gray 1993 Dodge Intrepid. Police later recovered the vehicle in Berkeley, Calif. During the investigation, cops arrested two other passengers for their connection with the Labor Day slaying. They charged Gene Allen Combs, 45, of Suisun City, Calif. with murder. The other passenger, Nicole Stewart, has not been charged, but is currently in protective custody. Police tell AMW the intended target, whose name is being kept confidential, lived in the same neighborhood as the house that the councilman was visiting. According to police, Councilman Garcia did not have any connection to his assailants. “The councilman didn’t even look like the target,"  Deputy Chief Bockrath said. "It was dark. He was just in the wrong place at the wrong time.” Henry Don Williams has several prior convictions on his rap sheet, including battery, resisting and obstructing a peace officer, forgery and check fraud, and driving under the influence. Cops say Williams also has a criminal history in Nevada, and coincidentally, enough, that's where authorities arrested him on Sept. 20, 2008.
