Federal authorities say Michael Andrew Stephens is no stranger to the criminal justice system. Stephens is described as a smooth-talking, good-looking predator who preys on adolescent boys.
The U.S. Marshals tell AMW that in 1991, Stephens lured a teenager with special needs to his apartment under the guise of moving furniture. Once the young man arrived, Stephens began to touch and massage him. The victim later told police that he was afraid that Stephens was going to hurt him so he complied with whatever Stephens wanted. After the harrowing incident, the teenager ran to his mother who reported Stephens to police. While Stephens was arrested, the victims parents didn't want to subject their child to a trial, so Stephens was placed on probation instead of doing time.
Authorities say that Stephens has a particular M.O. when approaching his victims. They say that he talks about sports and muscle cramps before trying to show them his massage techniques. During the pre-sentence investigation for the 1991 incident, the police claimed that Stephens even bragged about having a 90 percent success rate with his approach.
It wouldn't be long before cops would be notified about another instance of sexual assault involving Stephens. In 1993, the U.S. Marshals say that Stephens lured a group of teenage boys and plied them with alcohol before sodomizing one of the teens. Stephens was arrested and the incident went to trial, but ended in a hung jury. However, while the re-trial was pending, authorities say that Stephens staged a disappearance at sea and fled the country.
In 1997, Stephens applied for a U.S. passport in Puerto Vallarta, Mexico under his birth name of Michael Andrew Kulhanek. The U.S. Marshals believe that shortly thereafter, Stephens was selling time share condos in Puerto Vallarta.
Hawaii issued a federal UFAP warrant and two state bench warrants for Stephens, and it would take 11 years to round him up. But that's just what U.S. Marshals did.
On Oct. 3, 2008, a tipster called our hotline with the tip that would break the case wide open.
With information not previously released to the public, the tipster gave authorities all the information they would need to locate Stephens.
In a covert operation cops swooped in and plucked the master manipulator out of his hiding place deep in Mexico.
Cops say Stephens was taken into custody without incident and with the help of Mexican officials he was deported as an undesirable and is now on his way to Houston.
