  Case Story
  Honolulu Brothers Missing
Honolulu authorities say it is very difficult to simply disappear from the Hawaiian island of Oahu: the only way off the island is by air or sea, which is why Navy investigators with NCIS (Naval Criminal Investigative Service) and the Honolulu Police Department are baffled that three members of the Santiago family -- Navy Chief Victorio Santiago and his two sons, Noel and Daniel -- have been missing since July 12, 2002. Police say that Victorio was happily married to Ruby, but fights started when she enlisted in the Navy because Victorio felt she was not spending enough time with their two boys.  As the marriage started to strain, cops say the fights escalated to physical abuse. In response to the increasing domestic violence, Ruby filed a temporary restraining order against Victorio.  Cops say that Victorio went to talk to his wife about the restraining order and ask for forgiveness. Cops say he scattered rose petals all over the ground inside the house in an attempt to charm his estranged wife. Although Victorio intended to reconcile the domestic issues during that emotional conversation, the couple got into a fight.  Police claim Victorio held Ruby down on the bed and punched her in the head.  Ruby, who was in tears and was so injured she had to seek medical care, locked herself in the bathroom.  Victorio then drove off with the boys in a car rented from Thrifty Rental Car.  After the fight with his wife, Victorio was last seen leaving his Pearl Harbor home with 11-year-old Noel and 7-year-old Daniel sometime before 1 a.m.

  Family Mysteriously Vanishes
That was the last time anyone saw Victorio, Noel, and Daniel Santiago.  In the past, when Victorio and his wife Ruby argued, he would take the children and disappear for several hours. This time, because there was violence involved, military police started looking for him right away.  When he didn't show up for his job, three days after the fight, the Navy declared him AWOL and Honolulu police were called in. In their investigation, police discovered questionable notes Victorio left for his family and his colleagues, saying he was sorry for what had happened.  In the notes, he expressed how he wanted his affairs handled if he died.  Victorio hoped that Ruby would drop the restraining order and they would eventually get back together. He was very apologetic that his marriage had failed, concerned that he had cast a negative light on his profession, and -- most importantly -- he was worried that he would separated from his two boys. Cops say that Victorio wrote a note indicating that he felt lost because his wife refused to give him another chance.  They say he also wrote that if he was to be separated from his kids, then expect the worst: he might end his life.  He specifically requested that his body be cremated and that his ashes be scattered near his mother's grave. At the time of his disappearance, Santiago, 37, was an enlisted serviceman in the Navy.  He is described as 5'8", 150 lbs., with black hair and brown eyes.  His son, Noel was described as 4'6", 83 lbs., black hair and brown eyes in July of 2002.  Noel's younger brother, Daniel, was described as 4'3", 65 lbs., with black hair and brown eyes at that time.

  Two Theories
Police say they currently have two working theories on what happened.  One theory is that Victorio had pre-planned to disappear with his kids so he wouldn't have to give up custody and he's somewhere hiding out with them.  The other theory is that he committed suicide with his two children. Police say they have conducted an extensive search on Oahu and abroad, dispatching helicopters and navy divers on the island and surrounding waters.  They also reviewed airline, commercial carrier and shipping company lists to no avail.  The only clue they have is that Victorio took off in a Thrifty rental car which is described as light-green four-door 2000 Daewoo Leganza with the license number JGS-405. Today, Noel would be 16-years-old and Daniel ("Daniel Boy"), would be 12-years-old.  Their mother, Ruby, is still stationed in the navy, now in Okinawa.
