Feds: Mom Flees U.S. With Kids In Tow |

Police say that when John Smith wed Francina Dacany Fernandez at the stroke of midnight on Y2K, he had dreams of their future together. Within a year of the marriage, on July 5, 2000, the newlyweds welcomed their first boy, Keoni. The blessings continued a few months later when the couple became pregnant with twins.
While on maternity leave from her job where she worked for a federal defender of naturalized citizens, cops say that Francina chose to relocate herself with her parents, Frank and Sonia Fernandez, while John worked days as a construction worker. They say that her obstetrician put her on bed-rest for 3 months prior to the birth of Lance and Mason on October 10, 2001. Detectives believe that the marriage went sour during the second pregnancy and their differences led to separation and divorce.
The couple underwent many hearings before the courts granted them joint custody of their kids; Keoni, Lance, and Mason. Cops say that the courts decided that the children would stay with the parents on specific days and that neither parent was to take the children out of the country nor state without acquiring approval from the government.

A Heartbreaking Voicemail Farewell |

On November 4, 2004, detectives say that Fernandez told John that she was taking the children to New Zeeland which meant the couple needed to schedule a hearing. Three days later, John received a voice message from Fernandez coaching their sons to say, "Bye-bye daddy". Police say that Fernandez was ordered by the San Diego family courts to surrender her son's passports within 24 hours. Authorities believe Fernandez kidnapped the boys and took them to the Philippines that same day. |

FBI Believes Grandparents Are Culpable |

FBI says the hunt for Fernandez has taken many twists and turns. They believe that she is living with the children in the Philippines and that they are being protected by the Philippine government. Authorities also believe that Frank and Sonia Fernandez, the children's grandparents, may be withholding information of their daughter's whereabouts.
