  Operation Blue Water Nets Arrests In PCP Ring  
  Starting in February 2001, the Chicago office of the FBI's Joint Task Force on Gangs began to concentrate heavily on the manufacture and distribution of PCP on the streets of their city. It wasn't long before their investigation began to center around the Ambrose Street Gang, a notorious Chicago gang that had been in existence since the mid 1960s. The investigations and undercover work came to be known within law enforcement as Operation Blue Water, and over time, resulted in 52 indictments. Of the 52 people charged in relation to the PCP business in Chicago, only two remain on the run. As a result of Operation Blue Water, and the large number of people that were arrested and remain behind bars, the FBI says the amount of PCP available in Chicago has drastically decreased.  
     
  Mom And Four Kids Living On The Run  
  One of the fugitives now on the run is Dionne Garcia, a mother of four. Initially, she was arrested on December 18, 2001. Since she was eight months pregnant, she was released on bond and placed on home monitoring. But Garcia never showed up for her court appearances, and has not been seen since. The FBI believes that Garcia is on the run with her common-law husband, Juan Duran, who is the other fugitive on the run after Operation Blue Water. The fact that the pair has four children with them is likely to hinder them, and make them easier to recognize. Although the four children are considered missing by law enforcement, nobody has filed an official missing persons report. Agents believe both Duran and Garcia are still in touch with their family members, and have been receiving assistance from them. It is possible that the group could be spending time with relatives in California and Mexico, and could be traveling back through Chicago. Police say Duran and Garcia are most likely still involved in the PCP business.
