Operation Blue Water |

Beginning in February 2001, the Chicago FBI's Joint Task Force on Gangs began to concentrate heavily on the manufacture and distribution of PCP on the streets of their city. It wasn't long before their investigation began to center around the Ambrose Street Gang, a notorious Chicago gang that had been in existence since the mid-1960s.
The investigations and undercover work came to be known within law enforcement as Operation Blue Water, and over time, resulted in 52 indictments. Of the those arrested in relation to the PCP business in Chicago, only two remain on the run.
As a result of Operation Blue Water, a large number of people were arrested and remain behind bars. Also, the FBI says the amount of PCP available in Chicago has drastically decreased. |

"Psycho" On The Run |

After all the arrests were made, Juan Carlos Duran remained a fugitive. He evaded the FBI and disappeared, most likely with his girlfriend, Dionne Garcia. Garcia is the only other person who is not behind bars. Unlike Duran, she was arrested, but fled when she was let out on bond.
The couple is not traveling alone, however. On the run with them are Garcia's four children, who are not all by the same father. Despite having the children with them, the fugitive couple has managed to remaine elusive so far.
Although the four children are considered missing by law enforcement, nobody has filed an official missing persons report. Agents believe this is because both Duran and Garcia are still in touch with their family members, and have been receiving assistance from them. It is possible that the group could be spending time with relatives in California and Mexico and also traveling back through Chicago. Police say Duran and Garcia are most likely still involved in the PCP business. |
