  Case Story  
  A Rocky Beginning  
  Steven Quinones had already been in trouble with the law several times before he reached the age of 18. While he was still a juvenile, he was caught on school property with a gun, and faced felony charges. The judge who sentenced Quinones reduced the crime to a misdemeanor, with the hope that Quinones would be rehabilitated through a work program and be able to turn his life around. It wasn't too long before it was painfully obvious that Quinones had not even come close to turning his life around. Instead, he ended up getting himself into more serious trouble.  
     
  Shooting Spree Outside Park  
  Any efforts that Quinones might have been making to turn his life around ended on February 22, 2006. On this day, after getting into a fistfight with a 17-year-old, Quinones open-fired on a group of people standing outside Kosciesko Park in East Chicago, Ind. His intended target was 17-year-old Haywood Jackson, Jr., who Quinones had gotten into a fistfight with earlier. But Quinones didn't make any effort to aim specifically for Haywood. After stepping out of the car he was riding in, Quinones raised his gun and began shooting, endangering all of the people standing in that area. One of Quinones' bullets struck Haywood in the head, killing him. Another bullet struck a man in the arm, sending him to the hospital for several days, and requiring multiple surgeries to repair the damage. Nobody else standing nearby was injured, but everyone was in danger because of all of the bullets flying around.  
     
  Self-Proclaimed Gang Member Goes On The Run  
  Quinones was quickly implicated as the shooter in this crime, and arrested. Unfortunately, he was let out of jail before the conclusion of his trial, and disappeared. Quinones' trial continued on in his absence, and he was found guilty in absentia of murder, attempted murder, and five counts of criminal recklessness and battery. Quinones also missed his sentencing trial on June 20, 2007, in which the judge sentenced him to 90 years in prison. Instead of showing up to his trial, Quinones wrote a letter to the judge explaining that he wouldn't be coming in because he didn't like the way he was being treated. That's the last time law enforcement has had any contact with Quinones. Law enforcement agencies including the Lake County Sheriff's Department and the U.S. Marshals Great Lakes Regional Fugitive Task Force are desperate to find this dangerous criminal, who admitted he was a member of the Imperial Gangsters Street Gang. It is not known where Quinones might be hiding, but it is possible that he has not gone far from East Chicago, and might be getting protection from his fellow gang members.
