Police say that Richard Arthur Ochoa is a really nice guy. Everyone that comes in contact with him immediately likes him, because he is such a kind person, and a smooth talker.
Unfortunately, this friendly exterior covers up a sinister interior. According to cops, Ochoa's violent history started when he was just 17. Ochoa was allegedly involved with a local gang in Waterford, Mich., and started to get in some trouble.
When he was 17, cops say Ochoa was arrested for attempted murder after a drive-by shooting at a local recreational park. Ochoa spent several years in jail for this, but unfortunately, after his release he did not appear to be rehabilitated. |

Through a lot of hard police work, Detectives from the Waterford Township Police Department were able to build quite a case against Ochoa. In the fall of 2005, Ochoa was arrested on felony possession of a firearm and possession with intent to distribute cocaine.
After Ochoa was convicted of these charges, he was released on bond until his sentencing hearing. But Ochoa never showed up in court. He took his chances and went on the run. Cops have not been able to track him down, but they have received some information about his activities and habits since he has been on the run.
Ochoa was last seen in the very beginning of 2007 driving a brand new black Escalade in Defiance, Ohio. |

Ochoa is married and has a child. His family still lives in Clarkston, Ohio, and police are certain that he has been in contact with them, but they are refusing to help the police in their search.
Ochoa is most likely purchasing one-time-use cell phones and then disposing of them once he uses up the minutes they originally come with. This way, it is impossible to track his movements through cell phone records.
Police have also received information that leads them to believe that Ochoa is still involved in the drug trafficking business since he has gone on the run. They think he could be running drugs for family members throughout Texas, Ohio, and Michigan. He could be using his family name Santiago. |
