Police: A Menace Behind Bars, And On The Street |

Police say Jose Casarez is a menace to Wisconsin and anywhere else he may be -- even when he's behind bars.
In the 70's, Casarez shot a man to death for simply knocking off his hat and served several years in a maximum secuirty prison because of it. Then, ten years later, Casarez allegedly commited another crime from behind his cell wall. Cops say Casarez started a riot among the prisoners by influencing them to threaten the lives of a number of staff members. They say he and his followers humiliated their victims by stripping them and holding them hostage in the prison for hours.
Years after this incident, Casarez convinced officials that he was ready to be released among law abiding citizens -- a decision that would later prove dangerously wrong. |

A Child Opens Up About Her Molestation |

In the early 90's, during Casarez's second marriage, his step-children claimed he sexually molested them. This led to him being in jail for five years and then out on parole again. But police say he wasn't finished with his life of crime yet.
He got married for the third time, and in less than a year his new step-children also claimed he'd been molesting them. A detailed account of the sexual abuse was first reported to police by their school's counselor.
The youngest of Casarez's stepdaughters, just 11-years-old, was the first to come forward with her account. She told the counselor that Casarez would enter her room at night and innapropriately touch her both over and under her clothing. She cried that she would push him away or tell him to leave and he would say, "It's OK, your mom's asleep." |

When police were notified of the incident, they questioned Casarez's older stepdaughter, who gave them another account of sexual molestation. She claimed that around Christmas time in 2000, Casarez came home drunk and touched her "in a sexy way." Then, she told police it happened a second time months later. The girl claimed this happened over ten times.
Casarez is now considered Wisconsin's Most Wanted Sex Offender. But cops fear that he may have moved on to other states without their knowledge. They believe Casarez may have gone as far as California, where his sister is reported to live. Authorities say Casarez is manipulative and may have threatened his family into helping him hide from police. Cops also believe that Casarez may have stolen someone's identity and social security numbers. |
