  A Traumatizing Discovery  
  On April 10, 1996, four little boys made their way to Cobbs Creek in West Philadelphia, Pa. to look for turtles. Instead, they found something traumatizing -- a woman's strangled and bludgeoned body. The frightened children called police, who were able to ID the woman as a prostitute named Chelsea Oney. For years, the brutal murder went unsolved -- until June 2005, when a witness came forward who had found out more about a man named Jeffrey Williams than they ever wanted to know. Williams had told the witness, an acquaintance, that he'd murdered a prostitute in Cobbs park. Cops say the witness knew about Williams' past, and told them he'd once been accused of raping a prostitute in Darby, Pa., but that the case had been discharged. The witness told police Williams' wanted to kill the prostitute who'd charged him, but needed to practice first on someone else. That's when cops say Williams decided to kill Chelsea.  
     
  A Close Call For Williams  
  Cops say Williams is definitely their guy -- and they almost had him the day after Thanksgiving 2005. Cops say Williams was spending the holiday with his sister in Cheltenham, Pa. -- just outside the city. Cops say he had come there the night before the holiday to get some money from his sibling, and said he needed to leave town. Realizing police were looking for Williams, a friend of the accused killer's sister tipped off police, telling them he'd was in town. Police sprang to action, but by the time they arrived at the hideout, he was already gone.
