"Family Man" Ruled With Fear |

According to cops, Bill Balser claimed to be a family man. He insisted on spending Sundays and holidays with his girlfriend, Robin Lee Robinson, and her daughters. From the outside, this gregarious, intelligent guy seemed to have a great family life.
However, police say that couldn't be further from the truth because for eight long years, Balser molested, beat and intimidated Robinson's two daughters while Robin stood back and watched.
Police say that Balser began molesting the girls when the girls were only 9 and 14 years old. They believe that Balser dominated the family with brute force, and no one was safe from his short temper.
While Robin was also the recipient of many beatings, she simply stood by as Balser reportedly sexually assaulted the two girls five to six times a week for eight years.
However, Balser would also give the illusion of being a good father figure. Cops say he would have parties in the family's neighborhood of Manteca, Calif. |

A Vow To Never Be Caught |

Cops say these parties were never as innocent as they seemed, since often times, Balser and Robinson would provide the party-going kids with drugs and alcohol. Police say that as a result, both girls began drinking at an early age to escape the relentless tyranny.
Cops say that Balser had almost complete control over the family. Yet, in 1994, one of the girls went to the police, but Robin eventually talked her out of pressing charges. Police say that Balser went to jail for a short time and was eventually released.
According to police, it would be four years until Robinson's daughters would go to the authorities again. Afterwards, they hid at a friend's house, effectively leaving home forever.
When cops went to arrest Balser and Robinson the next day, they had already skipped town. Cops say Balser even called police to let them know that they'd never catch him. Unfortunately, Balser has been right so far. |

Two Deadbeats On The Run |

Since February 18, 1998, William Lloyd Balser and Robin Lee Robinson have been evading police capture. Cops think that family members may be helping the two out, however they also believe that there is a possibility that Balser and Robinson have gone their separate ways.
Police believe that Robinson and Balser first fled to Las Vegas where they were wired money from sympathetic family members. A few days later, they returned to central California where their small Datsun pickup was found left in a farm field, two sets of footprints heading away from the truck.
Both Balser's and Robinson's driver's licenses have expired and there has been little activity on either's Social Security numbers. Cops believe that means that they've acquired new identities. Police report that they did find one two week stint of work on Balser's Social Security number out of Washington, but since then, nothing.
Balser has been spotted in Washington, Las Vegas, and central California. He has family in Oklahoma, California, and is from Chicago originally. |
