The Safe Harbor Prison Dogs program was simple: matching troubled dogs with prison inmates. The convicts would train the dogs and get them suitable for adoption. Beginning in August 2004, the SHPD began operating out of the Lansing Correctional Facility in Kansas.
According to their website, Safe Harbor Prison Dogs began with the goal of saving as many dogs as they could. They took the injured, the abused, timid. They didn't bother with the nice, cute ones. They'd have no trouble finding homes.
But the more their president Toby Young learned, it was not just the dogs who benefited. The inmates were able to show love, something hard to do in prison, while doing what one inmate called "a noble cause." |

Planning For An Escape |

With her work at the prison, Toby Young met convicted murdered John Manard. Manard took to the program, training more than 25 dogs. Apparently Manard developed a strong relationship with more than the dogs. While the extent of their relationship is unclear, Toby Young and John Manard became close friends.
According to authorities, in the week leading up to February 12th, Toby Young rented a storage space in Bonner Springs, Kansas. Also, they say she withdrew a large sum of cash, more than $10,000 from her account. Finally, authorities say she took two handguns from her house, a black 9mm Glock and a silver AMT .380. |

Crated Murderer Slips Away |

On Sunday, February 12, 2006, cops say Manard and Young put their plan into motion. Authorities have learned that a number of inmates helped stuff Manard into a crate usually used for transporting dogs. Then, they lifted the 190-pound convict into a Safe Harbor Prison Dogs van. From there, they say Young got behind the wheel and simply drove away.
The following Tuesday, cops acted on a tip and located the storage facility and found the abandoned van. Both Young and Manard were gone.
The latest information says the two may have purchased hair coloring and razors so they could look much different than the pictures. Also, a witness says Young may have been seen in a blue Chevrolet SUV in the week leading up to the escape. |
