  Two Cartel Leaders Plead Guilty  
  Federal law enforcement officials announced that Ismael Higuera-Guerrero and his brother, Gilberto Higuera-Guerrero have pled guilty in federal court in San Diego to federal racketeering charges arising from the their participation in the Arellano-Felix Drug Trafficking Organization.  DEA Administrator Karen Tandy said in a press release that "The Higuera-Guerrero brothers were leaders in what was once the towering Arellano-Felix drug cartel that laid claim to and terrorized the Tijuana corridor leading to the United States.  These pleas, along with the arrests of six other top lieutenants are breaking the back of this once-terrifying network." In connection with his plea, Ismael Higuera-Guerrero admitted that from 1988 to his arrest in May 2000, he was the AFO's top lieutenant, acting at the direction of the AFO's principal leaders, the Arellano-Felix brothers.  On the same day, Gilberto Higuera-Guerrero plead guilty to his involvement in the AFO admitting that he was an AFO lieutenant who worked closely with the Arellano-Felix brothers in coordinating multi-ton shipments of cocaine into the United States.  Sentencing for Ismael Higuera-Gilberto is scheduled for June 11, 2007 while sentencing for his brother, is scheduled for June 13, 2007.   
     
  Brothers In Arms  
  The Arellano-Felix cartel, also known as the Tijuana Cartel, has been responsible for countless murders and the smuggling of thousands of tons of marijuana, cocaine, heroin, and methamphetamine for more than a decade, according to the DEA.  Agents say that for years the family structured criminal enterprise was led by two brothers, Ramon and Benjamin.  Ramon, believed to be the most ruthless member, was eventually killed, while his brother Benjamin was arrested, leaving the leadership open to two more brothers, Javier and Eduardo. The DEA also believes that, for years, the two Arellano-Felix brothers were responsible for the massive, sophisticated drug tunnels that were found in January 2006.  Federal agents report that these tunnels support the cartel's massive Tijuana-based drug trade which is accountable for the majority of border trafficking.
