"I Met Him At A Hot Tub" |

When a convicted murderer called police in San Antonio from jail offering information on Leonard Ray Harper's whereabouts, an agent made a visit to his jail cell to see what the convict had to say. It turns out the convict had a hot tip for cops -- Harper, a man wanted for murder, was definitely back in town. At least, he had been within the last year.
The convict told the agent he had met Harper at an apartment complex hot tub in San Antonio in January 2005. While lounging around in the hot tub one night with some strippers, Harper asked the convict if he could buy some methamphetamines from him. The convicted source says he and Harper made arrangements to meet outside a convenience store nearby, and their drug exchanges became a weekly occurrence.
The agent knew the information was reliable -- the convict knew things about Harper that hadn't been released to the public. Cops conducted interviews with people living in the apartment complex where the convict claims to have hung out with Harper. Cops talked to an exotic dancer who thinks she saw Harper at a house nearby the apartment complex. The man she thought was Harper was sitting alone and acting very paranoid. Cops are following up on the leads generated by the convict's information, and believe Harper is hiding out in San Antonio.
Happy-Go-Lucky Fugitive
Harper, a San Antonio native, grew up with a silver spoon in his mouth. His happy-go-lucky personality earned him the nickname of Hap. So how did the cheerful "Hap" become a fugitive wanted for murder?
Harper never had a lot of ambition and, when he graduated high school, he bounced from job to job. Friends say his love was partying hard in bars and strip clubs. He started dating a woman named Francesca Ramirez, a stripper from a local club, PT's.
One of Harper's closest friends, Jerry Permenter dated another stripper who danced with Francesca. Life was just one big party for the couples. Then in the summer of 1997, Francesca became pregnant; Harper was ecstatic.
But things went sour on July 19, 1997. Jerry went to pick the girls up after work and they were late. He got angry and started pushing his girlfriend around. When Francesca tried to intervene, cops say Jerry hit her, threw her to the ground and kicked her in the stomach. |

Bury The Hatchet |

Francesca was so worried that Jerry had hurt her unborn baby; she decided to terminate the pregnancy. Police say Harper was furious, and didn't speak to Jerry for weeks.
Then, one night in August, Harper called Jerry. He claimed he wanted to bury the hatchet.
But cops say Harper had other ideas. They say he drove Jerry to a deserted field, pulled out a gun and shot him four times in the head.
Officials say Harper then dragged Francesca to the field. When she stumbled on something, she looked down and saw Jerry's body.
Francesca says Harper then threatened her, "If you tell anyone, I'll kill you."

A Note of Desperation |

Shortly after, Harper took Francesca and left town. They wandered across the country from Texas to South Carolina. Harper forced Francesca to work as a dancer to support their life on the run.
Francesca says Harper wouldn't let her out of his sight. And she was pregnant again.
While the two were driving one night, Francesca begged Harper to pull over and let her use the restroom at a Pizza Hut in Shamrock, Texas. While in the bathroom, she used an eyeliner pencil and wrote a note on toilet paper: "Help, the man I'm with is a murderer." She included the license plate number of Harper's car. Francesca left the note with the restaurant manager, and whispered, "This is not a joke."
On The Run Again
The manager called 911. When cops pulled over Harper's car, Francesca got out and told the officer not to tell Harper who had turned him in. But he blurted to Harper, "How does it feel to know your girlfriend turned you in?"
Harper was arrested and brought back to San Antonio. He was charged with the murder of Jerry Permenter, but bonded out of jail. Harper moved right back in with Francesca and she gave birth to their daughter.
But Harper didn't want to stick around in San Antonio for his trial. So he fled, but before he left, cops say he threatened Francesca one more time, promising he would be back to kill her and take his child.
Previously, officials believed Leonard Ray Harper had returned to San Antonio. A confidential informant said Harper was back in town, and had contact with him in January 2005. Whether or not Harper has stuck around San Antonio this long is priceless information; therefore, authorities are hoping AMW viewers can help provide any information leading to the capture of Harper.
