The system didn't fail Shane Magan, he failed the system. Magan was given plenty of chances to turn his life around, but police say the only life he wants is a life of crime.
Magan was placed in a foster home after his mother abandoned him. He longed for contact with his mother but she didn't want a role in his life. Despite the best efforts of his foster parents, Magan was constantly in trouble. The foster parents finally had enough when Magan and a friend burglarized their home. They felt they couldn't deal with him any longer, so they sent him to a group home for troubled youth. |

But moving to the home only made things worse. Magan's counselors described his behavior as territorial and defensive. They say he tried to pass himself off as a hard core member of a street gang, and often started fights with other residents. Instead of going to school, police say Magan liked to hang out on the streets and get high.
On February 25, 1993, police say a Riverside Sheriff's Deputy pulled over a car in which Magan and another man were riding. As Deputy Darren Shipley questioned them, police say Magan, high on speed, pulled out a gun and opened fire. Luckily, Deputy Shipley wasn't injured. He returned the fire, but Magan and his friend, Justin Flint, escaped.
Minutes later, in nearby San Bernadino County, police say the two youths robbed a gas station convenience store at gunpoint. Flint surrendered to authorities shortly after the robbery. But Shane Magan still remains at large. |
